The birth of the Escalante Public and Private School Teachers and Employees Multi-Purpose Cooperative (EPSTEMPCO) was motivated by the sad plight of public school teachers whose salaries were insufficient to meet their basic needs and with usurious money lenders taking advantage of their situation.
The Escalante Public School Teachers and Employees Multi-Purpose Cooperative, Inc. was registered by the Cooperative Development Authority on February 24, 1992 with sixty-four (64) pioneer members and with the initial start up capital of P6,400. The operation started by providing members with petty cash loan of P300.00 and a regular loan of P3,000.00 payable in one month and ten months, respectively.
In 1998, EPSTEMPCO established relationship with Land Bank of the Philippines and was granted a credit line. Loan ceiling for regular loan was then raised and the Cooperative went on redeeming its members from their outside financial obligations. This attracted more public school teachers in the District to apply for membership in EPSTEMPCO. It was also during this year when EPSTEMPCO sought the insurance services of the Coop Life Mutual Benefits System (CLIMBS) for the protection of its loans to members.
EPSTEMPCO also became an affiliate of the Visayas Cooperative Development Center (VICTO), now VICTO National, on December 16, 2000. Effective and efficient accounting system was installed. Officers and Staff were sent to trainings and seminars conducted by VICTO.
